investigations
to the

and

and then

the levels

administration
and command
responsibilities.

David D. Taylor, JD

David D. Taylor, JD is a former law enforcement officer with over 19 years of sworn law enforcement experience as a deputy sheriff with the Marion County Sheriff's Office, in Ocala, Florida. He last held the rank of Legal Investigator and was assigned to the Sheriff's Legal Services Bureau. As a Legal Investigator, David was assigned to the Homicide Division in the Office of the State Attorney - Fifth Judicial Circuit based in Ocala where he contributed his expertise, experience and investigative skills to assist Detectives and Assistant State Attorneys in the clearance and prosecution of a number of major crimes cases. In 2000, David completed the evening division law program at Florida Coastal School of Law, achieving a life-long goal in earning his Juris Doctorate Degree. Throughout that time, he maintained duties with the Marion County Sheriff's Office and provided instructional services for Central Florida Community College's Criminal Justice Institute and Saint Leo University where he continues to maintain status as a campus instructor today. Currently, he is the Executive Director of DKL Professional Development, Inc. - a Florida consulting and services corporation. In that capacity, and over the past six years, David has provided advanced and specialized law enforcement training for law enforcement agencies throughout the United States as well as consultation services to prosecuting attorneys and criminal defense attorneys in the areas of death and homicide investigations, and child injury and death investigations. Prior to and during this time, David has frequently been invited to guest lecture for students of the University of South Florida's Social Science and Criminology programs and has consistently contributed his knowledge in authoring articles and publications in both the domestic and international arena. Brian
Jarvis

Chief
Brian
Jarvis,
is a
27-year
veteran
Law
Enforcement
Officer
and
Investigator,
currently
serving
as
the
Chief
of
Police
in
the
Town
of
Chester,
New
York,
a
suburb
of
New
York
City.
During
his
law
enforcement
career,
Chief
Jarvis
has
been
involved
in
investigations
in
both
New
York
State
and
the
State
of
Florida.
While
in
Florida,
Chief
Jarvis
served
as
an
investigator
in
the
Major
Crimes
Unit
of
the
Marion
County
Sheriff's
Department
and
was
later
promoted
to
Sergeant,
in
charge
of
Major
Crimes.
The
unit
was
responsible
for
the
investigation
of
violent
crime
in
the
county,
as
well
as
white-collar
crime
and
fraud.
In
1998,
he
earned
the
rank
of
Chief
of
Police
in
the
Town
of
Chester,
NY.
Chief
Jarvis
has
remained
highly
active
in
the
field
of
training.
Chief
Jarvis
is
an
adjunct
instructor
at
the
Orange
County
Law
Enforcement
Training
Institute
and
serves
as
the
chairman
of
the
training
committee
for
Orange
County
NY.
He
also
serves
as
committee
chairman
for
Stop
DWI,
and
public
relations
for
the
Police
Chief's
Association
of
Orange
County.
Chief
Jarvis
earned
a
Bachelor
of
Science
degree
in
Business
Information
Systems
from
the
University
of
Phoenix.
Chief
Jarvis
is
an
active
member
of
the
International
Association
of
Chief's
of
Police,
National
Association
of
Chief's
of
Police,
New
York
State
Association
of
Chief's
of
Police
and
is
currently
the
President
of
the
Police
Chief's
Association
of
Orange
County.

Thomas
Tittle

Thomas Tittle
recently
retired as a
Captain with
the Marion
County
Sheriff's
Office in
Ocala,
Florida
after 29
years of
distinguished
service,
most
recently
assigned as
the
Assistant
Bureau Chief
of
Information
Services
Bureau.
During
Captain
Tittle's
tenure in
Major
Crimes, he
has
investigated
numerous
Drug Cases,
Property
Crimes, Sex
Crimes
(Children
and Adults),
Child Abuse,
Robberies,
Death
Investigations
and Vice
Cases.
Captain
Tittle holds
an Associate
of Arts
Degree from
Central
Florida
Community
College in
Ocala,
Florida. He
also holds a
Bachelor of
Arts Degree
from the
University
of West
Florida in
Pensacola,
Florida.
Additionally,
he is a
graduate of
the Southern
Police
Institute in
Louisville,
Kentucky.
Captain
Tittle has
written
various law
enforcement
articles
which have
been
published by
the
following
magazines:
The Police
Chief
Magazine,
American
Police Beat
Magazine and
Inside
School
Safety. He
has composed
5 (five) law
enforcement
training
manuals used
for
instruction
in the areas
of: Domestic
Violence,
Rape and
Sexual
Assault, The
Child
Pre-Interview,
Connection
Between
Child Abuse,
Animal Abuse
and Domestic
Violence and
Moral
America:
What Went
Wrong? He
has
instructed
for St. Leo
College in
St. Leo,
Florida on
the topic of
Domestic
Violence.

Ms. Frances
V. Taylor
Ms. Frances V.
Taylor contributes to
TND over 14 years of
certified military and
civilian law enforcement
service and 18 years of law
enforcement training and
development experience.
Throughout her military
career, Ms. Taylor received
an enormous amount of
intensive, specialized
anti-terrorism training and
conducted law enforcement
agency response operations
to numerous
multi-jurisdictional
real-world critical
incidents while serving with
the active duty and reserve
components in positions
ranging from Military Police
enlisted member to MP
Supervisor to MP Commander
as both Non-Commissioned and
Commissioned Officer. Ms
Taylor has also served in
state-level law enforcement
as a Certified Florida
Correctional Probation
Officer with the Florida
Department of Corrections in
such assignments as Unit
Investigator, Community
Supervision Officer, and
Pre-Trial Intervention
Officer. During that time,
Ms. Taylor performed
additional duties as
department trainer and FTO,
providing instruction and
training development
services for her fellow
officers, supervisors and
staff. She is an FDLE
designated subject matter
expert in the field of
Correctional Probation
Operations and has
been certified as an FDLE instructor
and F.T.O, as well. She has
worked both on-line and in
the classroom with colleges
and universities as an
instructor in Florida, West
Virginia and Texas and has
been retained to provide
curriculum consultation and
evaluation services as a
certified subject matter
expert for Social Sciences
and Criminal Justice
programs at the college
level. She has had direct
experience in the
development of a wide
variety of public safety
training management and
assessment programs for
military and civilian
agencies since 1987. Ms.
Taylor continues to provide
consultation and college
level instruction on-line
and is currently an online
training development
consultant and instructor
for TND as well as the TND
